SUBJECT: IMPLEMENTATION OF GLOBAL POSITIONING SYSTEM (GPS) AND FLIGHT MANAGEMENT SYSTEM (FMS) STANDARD TERMINAL ARRIVALS (STAR’s) AT LOS ANGELES AND SAN FRANCISCO AIRPORTS

CANCELLATION: April 23, 2000

The purpose of this ‘Letter to Airmen’ is to advise all pilots of an implementation strategy that utilizes satellite-based navigation to enhance the ATC system by creating RNAV GPS/FMS-based profiles to ease the transition between the en route and terminal environments for arriving aircraft at Los Angeles and San Francisco Airport.

In concert and coordination with the system users, a plan was developed that utilizes the flexibility and accuracy that GPS and FMS offers in the design of arrival and departure procedures at selected airports in the National Airspace System. Since we are working the dynamics of new satellite technology, the initial phase approach called for the development of a RNAV GPS/FMS overlay program that would emulate selected STAR procedures at airports that would provide a significant benefit to the system users and providers. RNAV GPS/FMS departure procedures are in the development stage at selected airports. This plan will provide system user the flexibility and latitude of utilizing conventional or RNAV GPS/FMS procedures, depended upon its onboard avionics capabilities.

As a result of this combined effort, the following RNAV overlay GPS/FMS STAR procedures will be implemented on April 23, 1998, and available at the following selected locations:

San Francisco International Airport
Big Sur Two Arrival
